Rethinking Capital Investments in Healthcare Infrastructure for Future-Ready Health Systems
This major report, the result of collaboration between Jonathan Erskine (EuHPN), Grant Mills (UCL) and Michele Dolcini (Politecnico di Milano), looks to answer some fundamental questions about why, what, where and how to invest in healthcare infrastructure.
Building on a WHO commission and the work of the European Hospital Transformation Alliance, the report draws on a mix of desk research, a comprehensive literature review, and interviews with a group of expert key informants. Based on its findings, the report proposes a framework aligning five capabilities: inter-organisational collaboration, strategic planning, governance and use of evidence, finance and procurement, and innovation in response to crisis, to be developed across micro, meso and macro levels, supported by institutional self-assessment for cross-country benchmarking. Its central argument is that capital assets should be treated as a lever for health system transformation toward integrated, people-centred, primary care-oriented services and universal health coverage.
